POSITION SUMMARY:

Assists the Director and has direct responsibility for the election process including Voting Machines.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Responsible for all Board of Elections/Voter Registration/Voting Machines operations and activities in the absence of Director.
  • Supervises designated full-time and per diem employees who assist in the election process and related activities.
  • Receives and determines sufficiency of all nomination petitions.
  • Oversees the processing of forms and documents required by the Election Code.
  • Responsible for the placement of legal notices.
  • Provides information on referenda requirements and procedures.
  • Is actively involved in the preparation of court cases.
  • Attends and/or testifies in court cases if required.
  • Oversees the Election Specialists in the ballot set-up and design.
  • Coordinates the absentee ballot process ensuring accurate, timely preparation and mailing of ballots.
  • Maintains election official listing for all polling places and oversees the placement of election officials.
  • Instructs election officials in their respective duties.
  • Coordinates the delivery of election supplies to the respective voting district.
  • Assists in maintaining all of the polling places and selection of alternate polling places as necessary.
  • Conversant with various districts, i.e., State Senate and House, Magisterial districts, schools, and municipalities on election issues.
  • Coordinates election process with voter registration activities.
  • Prepares departments’ monthly and annual budget.
  • Responsible for all aspects of procurement.
  • Administers HAVA Grant Process.
  • Responsible for office communication that frequently requires time consuming correspondence.
  • Responsible for “walk-in” counter service along with impromptu phone requests.
  • Ability to understand, and insure compliance with, the Pennsylvania Election Code.
  • Ability to operate in an accurate, detail oriented fashion, with good telephone, verbal and written communication skills.
  • Other duties may be assigned.

  • Associate’s or Bachelor’s Degree, or equivalent experience preferred
  • Must have good computer skills and be proficient in Microsoft Suite.
